Origin of Technical Education Department

Some of the technical skilled educational institutions are started before Independance(since 1943), by name "Occupational Institutes". Then later, these are renamed as "Polytechnics"(multiple technical skills/many technical skills). All these Polytechnics were working under "Public Instruction Department" ,since before independance to till 1959.Since number of Polytechnics and Technical degree colleges are increased, the new department called "Technical Education Department" came into existance in 1959.

The Directorate

The Directorate of Technical Education was under the control of the Department of Public Instruction till 1959. Because of increase in number of technical institutions particularly in the later half of the fifties, it was felt necessary to form an independent Department of Technical Education with the objective of bringing about the perfect coordination of technical education institution under one governing and monitoring body. This was felt necessary especially in the areas of maintaining standards in syllabi, examination etc,. A separate department was also necessary for the overall development of the Technical Education in the State. Thus the Directorate of Technical Education came into existence as a separate Department in 1959.

Primary Functions of the Directorate

  • To administer, supervise, control and plan programs for the development of Technical Educational Institutions in the state both at Degree and Diploma levels.
  • To formulate Engineering studies and courses, recognition of new courses to examine and recommend for starting of New Institutions in the State both at the Degree levels and Diploma level.
  • To conduct inspections and periodical reviews of existing Technical Educational Institutions to maintain the standard of Education.
  • To conduct the diploma public examinations and to award the Diploma certificates to successful candidates.
  • To sanction academic approval for Govt. and Aided Institutions.
  • To provide suitable norms and procedures for selection of students for admission of students to Polytechnics.
  • To release grants and other facilities to aided institutions.
  • To select and depute teaching faculty for higher education.

The Directorate of Technical Education is a single unit office with head quarters at Bangalore. The Director is the Head of the Department. The Director is assisted by Joint. Directors, Deputy Directors, Assistant Directors, Administrative Officer, Assistant Administrative Officers and thirty other officers.

 The Department of Technical Education in Karnataka, is functioning under the Ministry of Higher Education. The Department monitors, plans and develops all the Engineering, Polytechnics,JTS and fine arts institutions in the state.

Vision


• Promote Planned, and sustainable development of Technical Education in the State consistent with National and State policies.
• Design need based programs for Diploma institutions and ensures adequate human resource and infrastructural facilities for effective delivery of the curriculum.
• Ensure objective evaluation and certification systems for students, programs and institutions.
• Collaborate with AICTE, MHRD, NITTTR, Universities, industries and other employer agencies and Directorates of other states.
• Plan long term and annual budget allocations for Technical Education sector of the State and ensure proper distribution and optimum utilisation of funds.
• Prescribe norms with proper focus on quality and social justice for
(a) Admission of students to Technical Education and
(b) Recruitment, Posting, Training and Development of Staff.
•Provide opportunities for all-round development of students and staff and also provide placement, grievance redressal and counseling services.
• Help all wings of the Directorate to maintain good relations with the public and all institutions by being responsive to the needs of its stake holders.

Establishment(EST) Section

  • Providing Proper Administrative Service information for Government / Aided Polytechnics , Govt / Aided Engineering Colleges of the Directorate.
  • Maintaining transparency in Administrative Service.
  • Sanctioning of LTC/HTC/GPF/Medical Bills.
  • Finalizing staff gradation list of Govt / Aided Polytechnics.
  • Forming and Finalizing of cadre and Recruitment(C&R) rules.
  • Performing teaching / non-teaching staff recruitment process.
  • Preparing and Finalizing teaching / non-teaching staff promotion list.
  • Finalizing and settlement of Pension for Govt / Aided Staff’s after retirement.


Administration & Curriculam Maintantenance(ACM) Section

  • Preparing seat matrix for lateral entry of Diploma students to B.E. degree , through CET.
  • Providing necessary information and guidelines for first year Diploma admission, modifying rules and guidelines.
  • Preparing calendar of events for Polytechnics.
  • Printing of CET question paper for Diploma holders, conducting CET exam, Preparing merit list and conducting admission process for II year B.E. and related works.
  • Conducting mutual transfer process, for II / III Diploma students and II / III / III year B.E. students who get admitted through Diploma quota.
  • Planning and Implementing Technical Exhibitions and sports meet to trigger and encourage hidden talents of students.

    Scholarship (ACM)

    1. Fee concession issue of circular to polytechnics regarding   fee concession/scholarships.
    2. Receipt of applications from institutions.
    3. Verification of applications (SC/ST/Defense/Annual income 11,000& bellow p/a)
    4. Receipt of bills  from institutions for counter signature
    5. Passing of bills.
    6. Countersigned bills for Encashment.
    7. Inviting list of admitted candidates in  JTS
    8. Verification & sanction of stipend of JTS students.

Accounts Section

  • Releasing grants for all Govt / Aided Engineering colleges and all Govt / Aided Polytechnics under planned and non-planned budget.
  • Preparing Appendix-B estimate list, Expenditure and revenue estimate list.
  • Sanctioning HBA / HPA / HRA / Medical reimbursement loans and advance.
  • Inspecting and Auditing, Accounts of All Govt / Aided Engineering colleges, all Govt / Aided Polytechnics.
  • Verifying and enclosing signature to Grant- in- aid bills, scholarship, NDC, AC and TECHUIP bills.

 

Development Section

  • Starting of new Engineering Colleges / Polytechnics.
  • Starting of new courses and variation of intake in existing Engineering Colleges / Polytechnics.
  • Preparation of Budget under Plan scheme.
  • Monitoring of MODROBS  schemes.
  • Conduct of inspection for Polytechnics and Engineering Colleges to maintain the standards as per AICTE norms.

Apprentice Training Section

  • Conduct of Centralized Apprenticeship.
  • Selection programme and payment of stipend.
  • Industry interaction of ensuring of participation of various industries in the ATS programme.
  • Community Polytechnic schemes.
  • Career Guidance Programme.
  • Supervisory Development Programme.
  • Entrepreneurship Awareness Programme.

SPS Section

  • Purchase and approvals for lab equipments, computer, furnitures, books and other academic item.
  • Rate Contract approvals.
  • Maintenance & repairs of computer & peripherals and lab equipments.

Building Section

  • Countersigning of estimates received from Gov. Polytechnics and Govt. Junior Technical Schools Principal’s under Plan and Non-Plan Scheme for construction of new buildings, extension of buildings, construction of compound walls, maintenance and repair of Polytechnics and Junior Technical School buildings by PWD..
  • Providing Govt. Telephone facilities to the Officer’s residence. (Joint Director and above officers and Administrative officer)
  • Maintenance and repairs of Directorate building.
  • Making regular payments of Electricity and water charges of all the Departments of Thanthrika Shikshana Bhavan. (Monthly payments)
  • Maintenance of Case Register.
  • Maintenance of Personal Register.
  • Maintenance of Estimate Counter sign Register.
  • Maintenance of Electricity and water charges Register.

Curriculum Development Cell Section

  • Design & reviewing the curriculum.
  • Curriculum as per the Industry needs.
  • Improving teaching and learning skills.
  • Training programme to teaching staffs.
  • Self generating funds through CCTECK.
  • EDUSAT Programme.
  • Industry Institute Interaction programmes like collaberaton with Oracle, Bites etc..
  • Continuous revision of diploma curriculum to make liaison between industry and institute.
  • Teaching / non Teaching faculty are given short term training programs to acquaint with latest technology.
  • Transition from annual scheme to semester scheme during 2003-04.
  • Curriculum is periodically revised by the Curriculum Development Cell headed by a Joint Director in consultation with chairman of various disciplines, NITTTR and Industry.
  • Introduction of Information Search and Presentation (ISAP) for improvement of soft skills.
  • Technical support staff were deputed to FTI, NTTF and MICO-BOSCH, for up-gradation of skills.
  • Administrative staff were also deputed for office automation training at NITTTR, Chennai.
  • Deputation of faculty  of  Govt. and Aided Engineering Colleges and Polytechnics for quality improvement and career advancement under QIP Scheme of AICTE.
  • Career Guidance Program were conducted for final year diploma students to explore the various possible career options.

Exam Section

  • Conduct of examination of all Polytechnics of the State.(Annual & Semester scheme)
  • Printing of Question papers & Answer booklets for all Govt., Aided / Private Polytechnic students.
  • Allotting staff for conduction and supervising the Exams.
  • Evaluation of answer booklets.
  • Award certificates, marks card etc.
  • Announcement of results as per academic calender.
  • Admission approval and affiliation of polytechnic students.
  • Introducing coding and de-coding system for evaluation to maintain confidentiality.
  • Re-addressal of grievances of students.
  • Transparency in the evaluation system.
  • Squad supervisions at the time of examination.
  • COMPUTER SECTION:
  • Entering of marks (Annual Scheme / Semester Scheme) of Diploma.
  • Preparation and updation of subject dictionary with equivalent subjects.
  • Preparation of candidate list  and mark list for Diploma students of all Govt., Aided and Private Polytechnics.

Inspection Section

  • Academic and administrative inspection of all Govt., Aided and Private Polytechnics in Karnataka.
  • Inspection of administrative procedures, infrastructure, lab facilities, faculty suitability and number required in each section in teaching and non-teaching areas in each polytechnics.
  • Inspection of maintaining documents of academic activities and improve the standards of teaching as per AICTE and DTE norms.

Centre for Continuing Technical Education in Karnataka (CCTEK)

  • It is a continuing education cell run in technical institutions.
  • The aim of this cell is to improve the abilities, skills and competition in different activities which help the trainees in self-employment.

Technical Education Quality Improvement Programme (TEQIP)

ACADEMIC

  • Monitoring project progress in the state.
  • Facilitate the Project Institutions for Faculty Development Programmes..
  • Accord approvals for conduct of Workshops/State level/ National Level Seminor in Project Institutions.
  • Conduct Workshops/Training Programmes/Conferences for TEQIP Institutions.
  • Facilitate Networking of Institutions.
  • Facilitate Mentoring of Institutions through Mentors.
  • Conduct of Performance Audit for the Project Institutions through Performance Auditors.
  • Liason between NPIU  and project Institutions.

CIVIL WORKS/PROCUREMENT

  • Guiding Institutions for preparation of NCBs and all further procedure till completion of work.
  • Scrutinizing NCBs of Institutions and submitting to NPIU for approval.
  • Accord approval to the Project Institutions for National Shopping/Procurement of goods/Books and LR’s/Vehicles etc.,
  • Accord approval for NCBs in procurement.

FINANCE

  • Seek Budget allocation from the Government.
  • Release of funds to the Institutions.
  • Receive statement of Expenditure from each  project Institution.
  • Submit Re-embursement claim to NPIU.
  • Submit F.M.R. every quarter to World Bank.
  • Submit Project Progress Report to Finance Department every month.
  • Audit of Institutions and SPFU half yearly through Chartered Accountant.
